Summary of Duties: 
Immigration, Refugees and Citizenship Canada (IRCC) manages Canada’s migration program. IRCC has three main areas of focus: business and risk intelligence, program delivery and stewardship, and global engagement. 
IRCC Ankara, located within the Embassy of Canada to the Republic of Türkiye, administers a migration program for residents in the region who are applying to travel to Canada on a temporary or permanent basis.  
Working in a dynamic and fast-paced environment, the successful candidate will, under general supervision, be tasked with a variety of duties:
  • Assess applications and supporting documents in accordance with legislation, regulations, and departmental instructions to identify irregular, inconsistent or questionable information, and determine the need for additional documentation and applicant interviews. 
  • Conduct research, including fact-finding interviews, to obtain and verify information related to case processing, quality assurance, and program integrity. May counsel clients on processes and procedures.
  • Use electronic systems to verify requirements, document information, conduct research, complete verifications as well as communicate with contacts.
  • Analyze data extracted from electronic systems to identify trends and calculate basic statistical quantities such as counts, averages, and sums.
  • Prepare recommendations or other reports as required for the responsible officer. 
  • Identify high profile, sensitive or problematic cases and bring these to the attention of the responsible officer or the Migration Program Manager.
  • Contribute to reporting and liaison, program integrity, Visa Application Centre (VAC) governance, promotion and recruitment activities.
  • Make recommendations for service delivery changes on own initiative or through working groups.
  • Translate documents and provide interpretation in interviews, as required.
  • Participate in training and development of colleagues.
  • Perform other duties as required.

ESSENTIAL QUALIFICATIONS
Candidates will initially be screened against the Essential Qualifications relating to education, language* and experience.
Candidates must clearly demonstrate when applying to the position how they meet each of these essential qualifications.
*Language will be assessed further during the process. 

Education:
Candidates will be required to provide proof of the completion of their education. 
Post secondary technical diploma or university degree from a recognized institution  

Language: Fluent in English (oral, written, comprehension).  

Experience: 
  • One year experience in the last five years working in an office environment
  • Experience using Microsoft Outlook, Word, and Excel  

RATED REQUIREMENTS
The Rated Requirements are part of the essential qualifications and are relating to knowledge, abilities and competencies. Methods of assessment for rated requirements may include, but are not limited to, a written examination, an oral interview (online pre-recorded/live or in-person), role-play, practical tests, presentations and/or psychometric assessment.

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications. 
  • Master’s Degree from a recognized institution
  • Fluent in French, Turkish, Farsi, Arabic, Dari, or Pashto
  • Experience working in an Embassy, Consulate, High Commission, International Organization, Visa Application Centre, or Government Office in Canada
  • Experience qualitatively analysing client applications (e.g. applications for financial benefit, for admission to an education institution, etc).
  • Experience performing quantitative data analysis
  • Experience performing open-source research
  • Experience researching social or economic trends
  • Ability to use Excel formulas and pivot tables to analyze data 

Operational Requirements: 

  • Hours of work will be 37.5 hours per week, worked Monday to Friday
  • Occasional overtime may be required outside normal working hours. 

Conditions of Employment:

Conditions of employment must be met or complied with before being appointed to a particular position, and are to be maintained throughout the employment while being the incumbent of this position.

- Valid work authorization: Ability to obtain and hold a valid work authorization covering the entire employment period.

- Security screening: Obtain and maintain a Reliability Status (security level) which includes a criminal and credit background check from the Government of Canada covering the entire employment period.

- Other conditions of employment:
  • Health screening: Applicants must meet the requirements of a medical examination which will be a condition prior to appointment.
  • Citizenship Disclosure: The successful candidate must disclose to the Embassy if they hold Canadian Citizenship before being employed at the Embassy or if they obtain the Canadian Citizenship at any time during their employment with the Embassy (Please note that Canadian citizens/residents and Canadian dual nationals may be subject to Canadian income tax deductions).  

Additional Comments: 
Applications from Canadian citizens - it is important to note, The Embassy of Canada is obliged, as the employer, to deduct at source Canadian Income Tax (IT), Canada Pension Plan (CPP) and Employment Insurance (EI) for locally engaged employees who are Canadian citizens. Canadian citizens who therefore choose to undertake employment with the Embassy will be subject to pay Canadian taxes on their salaries earnt until such time as the employee provides the necessary Residency Determination Waivers from the Canadian Revenue Agency (CRA). Further information will be provided to successful candidates.
