Summary of Duties: Reporting to the Deputy Head of Administration and Consular, the Common Service Officer (CSO) (Property, Material, Procurement) oversees (1) the delivery of property, material management and procurement and (2) the management and documentation of common services, including inventories, (3) assistance to diplomats and families on relocation and housing issues, at the Embassy of Canada in Ankara, Türkiye. Works closely with other mission common service programs such as Finance and Human Resources, as well as the mission Common Service Delivery Point (CSDP) in London. The incumbent:Provides advice, guidance and support services to an internal client base on material management, procurement, relocations for diplomats, and housing; Uses information management software and databases to create and maintain accurate inventories of mission assets, and ensure adherence to departmental requirements, and for historical record purposes;Develops and maintains a broad network of contacts, including private and public industries and suppliers, government bodies, and like-minded embassies, to monitor, obtain or share information in support of common service objectives; Prepares regular forecasts and annual budgets related to material and procurement; follows spending patterns; and advises the Manager on service budget expenditures;Prepares reports/documents, including on behalf of mission management for the CSDP and Headquarters.Develops and recommends improvements to comply with existing or new requirements and improve efficiency and cost effectiveness of processes;Performs other duties as required.

ESSENTIAL QUALIFICATIONS
Candidates will initially be screened against the Essential Qualifications relating to education, language* and experience. Candidates must clearly demonstrate when applying to the position how they meet each of these essential qualifications. *Language will be assessed further during the process.  
Education: Candidates will be required to provide proof of the completion of their education. Bachelor's Degree from a recognized university in a discipline related to the job requirements (e.g. Economics, Business, or Finance).  
Language: Fluent in English (oral and written)Fluent in Turkish (oral and written)  
Experience: Substantial*, relevant experience working in service delivery of at least 3 of the following areas within the last 5 years working in material management, contracting or procurement;property management including management of maintenance work;project management;working in a client service delivery nvironment;implementation of company procedure/practice, management reporting, widespread dissemination of information, information management managing information, inventories and/or databases*Substantial defined as two years or more  

RATED REQUIREMENTS : The Rated Requirements are part of the essential qualifications and are relating to knowledge, abilities and competencies. Methods of assessment for rated requirements may include, but are not limited to, a written examination, an oral interview (online pre-recorded/live or in-person), role-play, practical tests, presentations and/or psychometric assessment.

Asset Qualifications:Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications. Working in a diplomatic/consular entity or international organization.Previous experience working in one of the following fields - Finance, Purchasing, Property, Government administrationKnowledge of French (oral and written)  
Organizational Needs:  This competition may be used to staff based on needs for specific streams.   
Operational Requirements: Ability to meet required operational working hours – 37.5hrs per week Monday to Friday.Must be able to work overtime on short notice on occasion. Must be available for occasional duties outside normal working hours (i.e., evenings and weekends). Ability and willingness to travel both domestically and internationally.   
Conditions of Employment:Conditions of employment must be met or complied with before being appointed to a particular position, and are to be maintained throughout the employment while being the incumbent of this position.- Valid work authorization: Ability to obtain and hold a valid work authorization covering the entire employment period.- Security screening: Obtain and maintain a Reliability Status (security level) which includes a criminal and credit background check from the Government of Canada covering the entire employment period.- Other conditions of employment:- Citizenship
